The answer to this is yes indeed it can be. This is normally done when the pool water is drained about 4cm below the crack depending on where it is. It is then sanded to ensure a nice bond.
The next step would be to take a brush and paint in and around the area which you are fixing, then apply your fiberglass matt and put another coat of resin on top. There is a process to follow and specific measurements to do but I will not go into detail here.
