Stabilized chlorine contains a chemical called cyanuric acid, which acts as a stabilizer, protecting the chlorine from being rapidly broken down by the sun’s UV rays.
Non-stabilized chlorine lacks this stabilizer and is therefore more susceptible to degradation from sunlight.
Essentially, stabilized chlorine lasts longer in a pool exposed to sunlight. And non stabilized chlorine is more suited for indoor pools and Jacuzzis where the sun cannot effect it.
