Lets face it not all pools are surrounded by a garden. Some pools only have paving around them so theoretically its not possible for sand to be blowing in the air and going straight into your swimming pool. So when you have fine sand at the bottom of the pool, there is a problem.
On rare occasions I have seen pools been built where there is a major slope in the garden, and after heavy rains there is a huge amount of mud slides which lead directly into the pool but its not common.
The main cause of fine sand at the bottom of the pool, is caused from damaged filter laterals in your sand filter otherwise known as sand filter fingers.
They are the black or white tubes which are situated beneath the sand in your filter which form a star like formation. To remove these you will need to remove the sand out the filter and then gently unscrew them from the seating position which they are and inspect them carefully for cracks or splits.
